Aiming to make Andhra Pradesh a favourable destination for foreign investments, the state government has decided to set up a task force to create a conducive environment for the foreign delegations. This task force will identify areas and set targets for facilitation and development. Members of the task force also include members from Water Resources, Panchayat Raj, Urban Development, and Economic Development Board departments.

This has been decided during a meeting with a high-level delegation from European Business and Technology Center (EBTC). The delegation led by EBTC Director (New Delhi) Paul V Jensen called on Andhra Pradesh Chief Minister Chandrababu Naidu here in Vijayawada.

Jensen said his team wants to understand the issues in this field and come up with a proper European technical solution in collaboration with the state government

He informed the Chief Minister that they are also interested in river water management, drinking water supply and waste water management.

In this regard, the delegation gave a detailed presentation on their activities and achievements in water conservation, water recycling, and desalination and flood control mechanisms in other countries.

Expressing interest in partnering with EBTC, the Chief Minister informed the delegation that in spite of being a new state, Andhra Pradesh is at the forefront in adapting technology. He elaborated on the innovative technological practices the government has introduced in the successful implementation of welfare schemes.

Meanwhile, the delegation praised the Chief Minister’s idea of water grid for the state. Mr. Paul V Jensen added:”This will not only benefit agriculture but also boost industrial growth in the state”.

Economic Development Board CEO J Krishna Kishore, Secretary to CM Sai Prasad, Joint Secretary to CM Pradyumna and others were present.

In a review meeting on attracting investments to the state of Andhra Pradesh, Chief Minister Chandrababu Naidu suggested the industries department to host a business summit “Sunrise Andhra Pradesh” in Visakhapatnam from January 10-12.

This summit, it has been decided, will have delegates from 19 countries including Australia, US, UK, Japan, China, Singapore, Malaysia, Vietnam, Bahrain, Bangladesh, Afghanistan, Nepal, UAE, Kuwait, Sudan and several other countries.

The Summit will be held in collaboration with the Confederation of Indian Industries (CII) and DIPP of the Government of India.

The key focus of the Summit will be to attract investments in the following sectors: 1) Automobile and auto components 2) Textile and Apparel 3) Biotechnology 4) Aerospace and Defence 5) Food processing 6) Tourism and hospitality.

In view of heavy rains that are expected to lash Chittor and Nellore districts during the next two days, Andhra Pradesh Chief Minister Chandrababu Naidu instructed the district administration to remain alert and carry out effective relief and rescue operations.

In a teleconference with the Collectors of Chittoor and Nellore districts, MLAs, MPs, public representatives and other officials, the Chief Minister directed the health, rural water supply and sanitation departments to form teams and take up chlorination in the flood-hit areas to curb spread of diseases.

He asked the authorities to take up extensive relief operations and shift the stranded victims to the nearest relief camps. Given the previous damages on the Chennai-Kolkata route, he directed the authorities to ensure that road network was not damaged and ensure better facilities for the people.

The Chief Minister Naidu said, “Taking up relief measures during the next two days is a challenge”. He directed the Ministers and MLAs to monitor the rescue and relief operations in respective districts.

Given that Andhra Pradesh is making strides in accelerating growth rate, the state aims to achieve 15% by 2016-17. Ahead of the Collectors’ Conference in December, the Chief Minister held a meeting with secretaries and Heads of Department here at secretariat.

Stating that the government has adopted a focus-based approach to work on performance indicators, Chief Minister Chandrababu Naidu suggested setting up Labs on lines of Malaysia, for monitoring the performance of departments and sectors in the government. According to this, sectors will be evaluated based on red, yellow and green bands.

Recalling the disaster management efforts during recent incessant rains in Nellore, Chittoor and Kadapa districts, the Chief Minister stressed on increasing storage capacity of water tanks.

In a bid to promote crop cultivation during dry spells and improve the declining ground water levels in 5,000 villages, Chief Minister said that ‘Panta Sanjeevani’ – a new farm pond scheme will mitigate dry spells and drought condition in the state.

The Chief Minister called the meeting to be a stepping-stone to synchronize and bring in accountability in all departments, in order to achieve desired double-digit growth. He has called for an analysis of economic, health, social and regulatory indicators.

Underlining the need to revamp the delivery system and staffing for future, the Chief Minister pointed out the dire need for integration between departments at state level, district, mandal as well as village level. “In spite of allotting huge funds for welfare programs, delivery mechanism is weak. We need to speed this up and improve performance by ensuring delivery. Our approach has to be need-based and result-oriented.”

The Chief Minister read out results from the surveys conducted on agriculture, Neeru-Chettu, as well as other departments of the government and sought ideas from HoDs on maximizing governance and delivery.

He expressed satisfaction that agriculture and allied sectors performed well in this quarter. He also stressed on the need to strengthen horticulture and fisheries, to achieve higher results in the state.

In this regard, the Chief Minister appreciated officials for the successful implementation the housing schemes in relation to the union government in the state. “Due to planned networking and timely response by officials and district collectors, we were able to get Rs 2,800 crore subsidy on Government of India’s schemes; this is a learning experience for all the departments” he added.

Stressing on establishing a multi-pronged approach to strengthen skill development in the state, the Chief Minister suggested appointing an agency to evaluate the state’s position in skill management. “Skill, knowledge, capacity building is crucial for achieving the double-digit growth”, he said.

State ministers, members from 150 government departments, 33 secretaries, 20 ministries and local administrative agencies were present in the meeting.

Following his meeting with Mr. Zhang Zhao CEO of Guizhou International Investment Corporation (GIIC), a delegation called on the Chief Minister Chandrababu Naidu at Vijayawada.

The delegation headed by Mr. Guan Xiaoqing, Planning Department, Head of Guizhou, has visited Amaravati and capital region over the past few days. They evinced their interest in extending their fullest co-operation for the development of Amaravati as a world-class capital.

GIIC is known for giving Guizhou province an urban facelift with a short span of time. They informed the Chief Minister that they will submit a detailed infrastructure plan in a short span of time along with providing assistance in bringing in big investments to the state.

Later in the day, a Hungarian trade delegation met the Chief Minister. A team from Budapest Water Works, Hungary has arrived in Vijayawada to conduct a feasibility study on the water supply system in the city.

They have come forward to modernize the state’s water distribution system and ensure every household receives 24X7 water supply. In this regard, the delegation invited officials from the government to visit Budapest and study their mechanism.

Tamás Bencze, International Business Development Director, Budapest Water Works, Zsolt Pákozdy, Senior Economic and Commercial Counselor, Minister Sri Devineni Uma Maheswara Rao and others were present.


Andhra Pradesh Chief Minister Chandrababu Naidu has asked bankers to extend co-operation in strengthening horticulture and livestock.

In a meeting with Suresh N Patel, Chairman & Managing Director of Andhra Bank and other members, the Chief Minister said that banks continue to ignore horticulture and livestock, even though the allied sectors contribute greater GDP than agriculture. He stressed that there needs to be an increased focus on these sectors. This, he said, will control farmer suicides.

Meanwhile, Mr. Suresh informed the Chief Minister that Andhra Bank is the first bank in India to introduce overdraft via SMS and ATM for Prime Minister’s pet project “Pradhan Mantri Jan Dhan Yojana.”

The bankers extended co-operation to the Chief Minister in supporting and taking forward his vision. In this regard, the Chief Minister stressed on enhanced cohesion between government and bankers for ensuring citizen welfare.

SLBC Convener Durga Prasad, Executive Director, Secretary (Finance) Dr. P.V. Ramesh, Secretary to CM Sai Prasad and other officials were present.

Given that Andhra Pradesh is making strides in the power sector, Power Trade Corporation (PTC) has evinced interest to offer power trade solutions to the state.

In this regard, Mr. Deepak Amitabh, Chairman, Power Trading Corporation met Chief Minister Chandrababu Naidu here today. Since Andhra Pradesh has been able to achieve power surplus within a year, we can offer power management services that will benefit the state’s exchequer, he said.

Meanwhile, Mr. Deepak Amitabh explained to the Chief Minister PTC’s roles and responsibility as a buyer, seller and facilitator in the power sector. “We research, analyse the market and set the tariff rates,” he said.

The Chief Minister inquired mechanisms adopted by the company to minimize T&C losses and determination of power tariff. He asked the delegation and officials to undertake an exercise to understand changing norms in the power sector.

PTC undertakes trading of power to achieve economic efficiency and security of supply and to develop a vibrant power market in the country.

In a prospective plan to develop coastal and maritime Andhra Pradesh, SP Sharma, I.G. Coast Guard, Regional Head Quarters, Chennai, suggested Chief Minister Chandrababu Naidu an Integrated Coastal Zone Management Authority.

This, he said, will enhance the off-shore and on-shore management of economic activity without disturbing the ecological sensitivity of the coastal areas. He presented a document to the Chief Minister elaborating on various aspects that can be undertaken for strengthening Coast Guards.

Mr. Sharma also explained the Chief Minister that their contingent provides inherent security system to the ports and assistance during the time of disasters. In this regard, he brought to the Chief Minister’s notice on the insurmountable de-berthing charges levied upon Coast Guards at private ports in the state.

Responding positively to their suggestions, the Chief Minister stressed on the need to have an integrated approach for the strengthening of Coastal Guards.

Mr. Sabarwal, D.I.G. Coastal Guards, Vizag, Secretary (Infrastructure) Ajay Jain, Secretary to CM Sai Prasad and others were present.

After releasing water from Somasila Dam to Kandaleru Reservoir yesterday, Chief Minister Chandrababu Naidu said the Somasila project would be developed into a tourism spot with package to visit the Somasila dam, Penchala Kona (waterfalls) Mypadu beach, Kandaleru (reservoir). This, he said, will become a tourism circuit.

During a review meeting, he also review the pending barrage works on Penna and Sangam and assured farmers that water would be supplied to 16 lakh acres for irrigation needs in Nellore district. On the sidelines, he also added that the government is now preparing itself to work on Krishna-Penna river linking.
